Since this has 4 rows and 3 columns it is a 4X3 matrix.

Find the location:

The 1st # refers to the row...  the 2nd # refers to the column...

Go to the 1st row:

Number sequence: 2 3 -1 6

Go to the 2nd column:

Number sequence 3 -1 1

The row and column meet at 3.
